We learn from the press in an article entitled "Violence against women, here is the new strategic plan 2021-2023", written by Simona Rossitto on 05 November 2021, that 11 months after the deadline, the new anti-violence plan would be ready.

It surprises the method used that should have taken into account a strongly recommended sharing also in the GREVIO report but certainly desirable especially for the presence of anti-violence centers D.i.Re at the tables that preceded the final draft. 

Consult but do not listen. Once again a presence considered formal! 

The participatory courses provide for the sharing of substance and the respect of methodological rules that have been disregarded. 

Once again. 

Let it not be said that this Plan was conceived "in concert with the associations". 

No participatory path. 

And yet D.i.Re did not lack contributions, ideas trying to make effective, in compliance with international treaties (law of June 27, 2013, n. 77), the anti-violence system on the basis of knowledge from below and rich in experience and expertise.

Just one example to make explicit our contribution to the improvement of the anti-violence system: the revision of the minimum requirements of the anti-violence centers, the modification of the Agreement between the State and the Region.

We have worked in concert with the DPO providing the necessary elements to build a skeleton of the system more in keeping with the principles of the Istanbul Convention, more suitable for preventing and combating violence against women. What happened to our contribution?

And almost a year ago we shared with Minister Bonetti Strategic proposals developed by D.i.Re together with Unhcr to improve the response of the Italian anti-violence system to the specific needs of migrant women seeking asylum and refugees. 

An unrecoverable year has been lost, which has seen the difficulties created by the pandemic still alive and which has been faced with a great spirit of responsibility by the anti-violence centers, which have continued to welcome women and not lack support and accompaniment. out of violence.

The complementary planning document which will contain the list of actions to be carried out in the three-year period 2021-2023, or the operational plan, if our hypotheses are true, will be presented symbolically in November, therefore at the end of 2021, effectively burning resources and interventions of a whole year!

The journalistic preview announces i content of the future plan whose delay has penalized and continues to keep the anti-violence centers in distress, both in terms of resources and as regards the planning and future planning, fundamental in the planning of activities.

For over thirty years we have been promoting training and projects aimed at getting to know the phenomenon, we work online to deconstruct stereotypes that represent the root of violence, as it is finally recognized today. 

If today we talk and write about violence, recognition must be given to the women's movement, hence D.i.Re it originates, which has removed the phenomenon from silence and silence.

However, this recognition is lacking on the part of the institutions that still today, as shown in the article cited, assign to the anti-violence centers only the role of "service", of accompanying women out of violence.

The reception of women, according to the principles of a well-structured and navigated method, respecting the anonymity, secrecy and self-determination of the single woman received, could not be effective if not accompanied by the awareness and political action on which each center of the network D.i.Re it bases the activities of prevention, territorial animation, training, planning aimed at recognizing and overcoming the phenomenon.

The increase in awareness in the education and training system on the structural roots, causes and consequences of violence against women, the promotion of the deconstruction of the stereotypes that are at the basis of violence are reported, in the article, as a priority for intervention and we are well happy. We wonder who would be assigned this onerous prevention task, through what tools and with what criteria the selection and choice will be made.

If the anticipations of the Plan contained in the article are true, we believe that an important opportunity has been lost to recognize the anti-violence centers, defined as such by the Istanbul Convention, the central role of the anti-violence system and are in sad and dangerous harmony with some European countries. who, with the intention of dealing with violence against women institutionally, have ended up assigning the anti-violence centers the neutral role of reception, often connected to emergency situations.
